The four-storey bell tower, 40 metres tall, was built in 1878 next to the Basilica of the Nativity of the Blessed Virgin Mary in Chełm. It stands beside Wysoka Górka rather than on it — the hill conceals the remains of an early medieval stronghold.
The tower holds three bells: Maria, Stanisław and Julian. On the ground floor is the Mausoleum of the Victims of Nazi and Stalinist Terror, with an urn holding the ashes of the murdered and black marble plaques bearing their names. A metal cross dedicated to Father Jerzy Popiełuszko stands before the entrance.
Climbing to the upper storeys opens a view of the old town of Chełm and the surrounding chalk hills. The tower stands on Lubelska Street, a few minutes on foot from the centre; a visit takes about half an hour.
